John Hughes and the contractor explained special inspections are time‑and‑materials and that sequencing changes and unforeseen underground conditions had increased inspection needs. Architect Clarence Lemoyak described extended construction administration work and said his firm had deferred billing for months; the requested amendment would cover work through the anticipated finish. "Right now, that milestone is targeted for the last week of August. We expect to fill the pool the last week of August," the project team said, and cautioned the public that filling the pools triggers a multi‑week commissioning period (estimated six to eight weeks) to tune the innovative all‑electric heating and controls. Council moved and approved both amendments unanimously.
