Commissioners flag state turf rules and push for irrigation upgrades ahead of 2027 deadline

Staff reported that state rules will require cities to reduce potable‑water irrigation of nonfunctional turf beginning in the coming years and said the sustainability study will examine priorities for turf conversions, irrigation infrastructure and plant selection. "It applies to city and county lands. It does not apply to residential," staff said while noting that the city lacks easy access to recycled water and will need to prioritize where to retain irrigation.
Commissioners and staff said that some funding exists for irrigation upgrades and that an irrigation replacement program is being planned; however, converting large turf areas will require planning, trenching and turf rework and is likely to be scheduled to avoid major events and the rainy season. Staff told commissioners the sustainability plan may accelerate decisions about irrigation and nonfunctional lawn uses.
