Piedmont advances general plan and code amendments to implement SB 9 and related laws

Planning and Building Director Kevin Jackson and Senior Planner Pierce McDonald presented proposed amendments to the general plan and seven city code sections intended to implement state housing laws and to add a new general plan policy on tribal cultural resources.
McDonald told council the planning commission unanimously recommended adoption after a July 14 hearing. He said the amendments aim to clarify ministerial permit review under SB 9 and new provisions referenced as SB 684 and SB 11/23 (staff used those bill citations in discussion), refine the definition of "footprint" to streamline solar and battery installations, and add a general plan policy to protect tribal cultural resources in conformance with CEQA practice. Resident Blake Martini urged the council to reconsider requiring parking on SB 9 subdivisions, warning that a parking mandate could limit ownership opportunities for younger residents. Staff clarified the city’s SB 9 parking requirement remains one space per unit and that the proposed amendments do not increase that requirement; the council unanimously accepted the first reading of the general plan amendment.
