Permit activity report: planning and building permits rose in May–June

Director Kevin Jackson presented an informational report on planning and building-permit activity for May and June 2025. For planning permits, Jackson reported 26 submittals in May with 16 approvals and 30 submittals in June with 32 approvals; staff noted activity included expedited design review and SB 9 urban-lot-split applications. For building permits, Jackson said May saw 86 applications and 67 approvals, while June showed 102 applications and 98 approvals with a notable share for residential remodels and solar installations.
"All told, a busy month for building division," Jackson said, pointing to activity in solar permits, EV chargers and residential remodels. Commissioners asked clarifying questions about apparent mismatches (for example, applications filed late in a month that are counted as approvals in the following month) and staff explained scheduling and processing timelines.
The presentation was informational; no action was taken. Staff offered to provide further breakdowns if commissioners or the public requested additional data.
