Council approves storm‑drain and sanitary sewer improvement contract to reduce flooding and inflow

Council approved a $574,553 contract (budget $632,008) to upsize undersized catch basins, rehabilitate sanitary sewer manholes and reduce historic flood and infiltration hotspots; staff showed manhole photos of water intrusion and emphasized detention and upsized inlets to shave peak storm flows.
Public works staff presented a combined sanitary sewer and storm-drain improvement project to address longstanding flooding hotspots and maintenance-heavy inlets. The work includes upsizing catch-basins to add detention capacity, installing standard bicycle-safe grates and rehabilitating or replacing manholes where groundwater was visibly entering the structures. Staff said East Bay Municipal Utility District monitoring identified priority manholes where infiltration and inflow (I/I) lead to downstream overflows and frequent maintenance.
Director Gonzalez and engineer John Wenger showed photos from East Bay MUD of water gushing through cracked manhole walls and tree-root intrusions; staff said replacing or lining those structures would reduce claims, decrease maintenance and improve consent-decree compliance. Council voted unanimously to approve the recommended actions and advance the project to execution.
