Engineer John Wenger updated council that the state Clean Water State Revolving Fund has looked favorably on Piedmont's loan request for larger future phases, with staff aiming to bring a loan contract to council in January 2026 to fund phase 6 (approximately 17,000 linear feet) and noted phase 7 design work beyond that. Council members asked about easement and private‑property access; staff said conversations with affected property owners are underway and CIPP minimizes surface disturbance.
