Council ratifies four-year police MOU after public comment from union representative

City staff walked the council through a proposed four-year memorandum of understanding covering July 1, 2025, through June 30, 2029, that includes a 0.75% equity adjustment and 3% increases on July 1 in 2026, 2027 and 2028, and a new recruitment/retention longevity incentive that scales at 2% (7 years), 3% (11 years) and 4% (15 years) of base pay (with the 15-year step increasing to 5% effective 07/01/2027). Staff estimated combined cola and equity adjustments amounting to ~13% and longevity recognition of roughly 10% overall.
During public comment, Sergeant Willie Wright, a long-serving officer and former POA president, told the council, "The PPOA and the city do not have a tentative agreement, and the PPOA has not ratified a new MOU," and described a mismatch between what the union believed had been negotiated and the redline the city later provided. City staff stated it remained their position that a tentative agreement existed, and the council proceeded to vote. The council approved the MOU and authorized staff to make technical corrections; the motion was recorded as passing on roll-call "Aye" votes.
