Allison and housing staff walked through recommended adjustments and contingencies.
During deliberations council member Young proposed a one‑time Fund‑Our‑Future allocation of $255,000 to First Step House (case management/resource center) to bridge immediate voucher‑administration needs and asked that the funding be accomplished via a future budget amendment to Funding Our Future fund balance. "I would like to propose an award of $255,000," Young said, and several council members expressed support pending confirmation of available fund balance and federal‑category constraints.
Council also directed staff to find roughly $30,000 to support Rough Haven (for street outreach and pet‑support work that reduces barriers to shelter entry) by reallocating an existing Funding Our Future item, rather than drawing further on fund balance. Staff emphasized that federal source restrictions affect where funds may be moved and agreed to return with budget amendment language to effect the direction.
