"I would like to propose an award of $255,000," Young said, and several council members expressed support pending confirmation of available fund balance and federal‑category constraints.
Council also directed staff to find roughly $30,000 to support Rough Haven (for street outreach and pet‑support work that reduces barriers to shelter entry) by reallocating an existing Funding Our Future item, rather than drawing further on fund balance.
