During discussion, staff suggested the option of adjusting PDD standards so their minimums match the base requirements of the RSD residential district. Colin Carville said that, if council agrees on base RSD requirements, the city could make those the floor for PDDs while retaining PDD flexibility on setbacks, materials or other standards.
Proponents framed the change as a way to prevent developers from exploiting density gaps while still allowing the design benefits of a PDD. Carville said revising code or creating targeted amendments would likely require consultant analysis and deliberate mapping of which lots would qualify under the new rules.
