Planner: Planned Development Districts let Clayton tailor zoning for mixed‑use projects

At a Clayton City Council planning session, Colin Carville, the citys development director, told attendees that a Planned Development District is essentially “its own custom zoning plan” designed to let the city tailor rules for a particular project. He said PDDs give staff flexibility to require specific materials, design standards and public amenities that base zoning does not allow.
Carville outlined why the city uses PDDs: they let planners “be creative” for mixed‑use developments and allow the municipality to negotiate tradeoffs — such as increased density in exchange for public open space or architectural controls. He cautioned that PDDs require trust in staff and elected officials because they depart from the black‑and‑white rules of the standard zoning code.
