City Attorney Beth Anne Childs updated the council July 6 on multiple infrastructure and legal matters. She said contracts exist for window, roof and flooring work on an ARPA-funded hospital project and that HVAC procurement should move forward in the next days, with grant spending required by September 14, 2026. Childs said the Torance Lacour lawsuit against the city has been continued to July 31, 2026.
Childs reported PEC completed a water-model study that indicated the city is losing approximately 40% of its water as unaccounted-for water. She recommended the council pursue a Capital Improvement Plan (CIP) for water and sewer rehabilitation and scheduled a work session to begin planning. Councilmembers agreed a work session would be appropriate and asked staff to coordinate.
