Meadow told the council students cross the road multiple times a day for lunch and other activities and said he was worried about their safety; Meadow said he was open to contributing to the cost but was unsure whether city or state approval was required. Councilmembers raised alternatives including speed bumps and hiring a crossing guard but noted past requests for speed bumps were denied. Councilmember Joe Church and others flagged traffic-flow concerns because semitrailer traffic uses the route. The council approved the flashing-light installation conditional on technical setbacks and placement review by the City Inspector.
