Council approves catch-basin easement at 104 East High with property owner

Council approved a retroactive easement agreement involving 104 East High Street after Borough Manager Cindy Wells outlined PennDOT’s installation of a catch basin and the borough’s plan to install an additional basin. The property owner, Anthony Hickey, will install a pipe connecting the PennDOT basin and the borough basin and will dig and maintain the ditch into which the basins will drain. The solicitor is preparing the easement paperwork.
The motion authorizing the easement was made by Councilor Osborn and seconded by Councilor Kerns and carried unanimously. The minutes state the borough will accept responsibility for the two catch basins and roughly 60 feet of pipe between them; the property owner will assume responsibility for the ditch.
