"So now it is being posted for 60 days for the public, which will go through September 21," Sullivan said, adding that the department will return to council for a public hearing after the posting period and expects potential approval in early October if no substantive concerns arise.
Commissioners asked about the public comment process and what happens if the council requests further review; staff said responses depend on the nature of comments: many callers ask why fees exist and staff typically respond with explanations, but if council directs additional work the study could be reposted and another public hearing scheduled.
