Board approves one-unit expansion of Whispering Pines manufactured-home park

The Onslow County Board of Adjustment approved Special Use Permit SUP-2025-0002 to add one manufactured-home unit to Whispering Pines on 3.69 acres in the Rural Agriculture zoning district. Planning staff explained the nonconforming status (a manufactured-home park in an RA district established prior to zoning) and said TRC comments from Environmental Health indicate a new septic permit would be required if the applicant is not connected to an existing system. Applicant representative Christopher Tarpey confirmed, to staff knowledge, there had been no prior expansions or two-year vacancies.
Board members recorded the four required general findings and the permit passed 5-0. Board discussion emphasized that parks may be granted only one expansion and that septic permitting will be required or reviewed through Environmental Health as part of implementation.
