Two public commenters used their time to press the board on transparency and staffing. Dr. Cicely Bingenar delivered a written statement from the Inglewood Teachers Association demanding transparent, consistent application of hiring and credentialing policies, saying practices that allow uncredentialed personnel to teach erode trust.
"The Inglewood Teachers Association is committed to advocating for fair and equitable policies ... To fulfill that commitment, we must insist upon transparency, accountability, and collaborative decision making," Bingenar read. Frank Weaver followed, saying he was told the district created "a position, a group position at the sum of $276,000 for a deputy superintendent when we don't have a superintendent," and questioned whether the district can afford management raises while classroom and classified staffing remain constrained.
Board members acknowledged the concerns and cited existing personnel rules: in one instance the board agreed to hold approval of an assignment (item 10a1) until the employee provided verification of a teaching credential. Administration said it has eliminated certain positions and made net reductions elsewhere to cover compensation increases, and pledged to provide further clarification as part of continued fiscal oversight.
