Local entrepreneur seeks cannabis retail permit at 197 Clinton Street; public hearing set for Aug. 4

Juanita Williams told the City of Binghamton Planning Commission she has a retail cannabis license and is applying for site‑plan review and a special‑use permit to operate at 197 Clinton Street. Williams said much of the interior buildout already exists from a prior retail and salon use; the applicant said a security contractor will install additional cameras and steel doors to secure inventory and staff areas.

Staff and commissioners asked Williams to place the dumpster and parking locations on a revised site plan and to confirm any electrical work required for camera wiring. Planning staff told the applicant that she may begin permit applications before final planning approval but that operation cannot begin until the commission approves the project. The commission determined reuse of the existing building is a Type II SEQR action (no further environmental review) and voted 5–0 to schedule a public hearing for Aug. 4 at the advertised time.

Williams described delays she experienced with prior city recordkeeping but said she has completed most requirements and is "waiting for the POS system and the security system to be finished completely, and then we go shopping and we're open in a walk through." The commission emphasized that substantial public comment at the August hearing could alter members' votes, and asked the applicant to provide revised site plans showing dumpster and parking locations before that meeting.
