A staff speaker explained the designation does not itself force zoning changes. "Not because of this," the staff speaker said when asked whether zoning would be changed specifically to meet the designation. The speaker added that some zoning adjustments were already made to adopt the housing element and that local code sections such as the density-bonus language will need updating to match current state requirements.
On SB9 and lot splits, staff said the city has received few applications under the statute and that it includes owner-occupancy and other limits that have reduced broad uptake so far. On CEQA, staff said narrow state provisions may apply to certain projects but exemptions depend on project parameters and are not automatic.
The exchange highlighted commissioners' concerns about neighborhood impacts and monitoring; staff pointed to the city's annual planning report and inventory as existing tools to track housing production.
