Commission hears how Pro Housing designation could unlock infrastructure grants for Placentia projects

City staff told commissioners the designation improves access to several categories of state funding that can pay for infrastructure supporting housing projects, including transportation, water and sewer upgrades and public facilities such as parks.
"There are water and sewer grants that support for expanding and upgrading water and wastewater systems just to accommodate new housing projects," Whitaker said while listing grant types such as the Affordable Housing and Sustainable Communities (AHSC) program and infill infrastructure grants.
Commissioners discussed a recent 189-unit project (Crowther/Melrose) and said such projects often rely on a combination of funding sources. A staff speaker noted that some infrastructure grants prioritize applicants with the pro-housing designation and that those funds can be used to augment local EIFD projects in Old Town, including intersection and pedestrian improvements.
Staff cautioned that designation is a gateway to grants and priority processing but does not by itself guarantee that developments will be affordable; funding applications and project entitlements remain separate processes.
