Placentia staff outlines state 'Pro Housing' designation, highlights funding and deadlines

Leslie Whitaker, a city planning staff member, told the Planning Commission that Placentia will apply for the State of California's Pro Housing Designation to document the city's policy steps toward addressing the housing shortage.
"The city, along with many cities and counties in California right now, are about to submit an application, to the California Department of Housing and Community Development," Whitaker said, summarizing the program and its goals. She described the designation as "a title that documents a jurisdiction's commitment to implementing local policies that address the state's housing shortage and affordability crisis."
Whitaker outlined the application package, which she said includes a City Council resolution, a proposed policy schedule, a scoring sheet and supporting documentation. She told commissioners the city would post the full draft application on the city website for 30 days after council adopts the required resolutions and would submit to HCD before the stated December 31 deadline. "Our deadline for each for the submill is December 31," she said.
The staff presentation emphasized that designation itself does not automatically create affordable units, but it opens funding streams. Whitaker and other staff noted the city intends to apply for the Pro Housing Incentive Program (PIP) at the same time as the designation application so Placentia can compete for infrastructure and affordable-housing grants tied to the designation.
The planning commission recommended adoption of Resolution PC 2024-14 to transmit the application to City Council; commissioners then took a roll-call vote approving the motion to forward the application.
