Fulton County reestablishes budget commission after debate over openness and membership

The Board voted Aug. 5 to reestablish a budget commission intended to provide earlier and geographically balanced input into the annual budget process. The proposal calls for a four‑member advisory body including two commissioners (one representing northern districts and one representing southern districts), the CFO and the county manager.
Sponsor Commissioner Bob Ellis said the commission would be advisory and not supplant the county manager's role: "This is not a group that approves a budget. It just works together to bring forth a proposed budget to the board that ultimately gets adopted by the board," he said. Several commissioners raised concerns about whether such a body constitutes a meeting subject to the state's Open Meetings Act and whether an even number of voting commissioners (two) could create practical ties or put the county manager in the middle.
Legal counsel described the intended design as staff‑led sessions to which designated commissioners are invited and said it was not intended as a noticed quorum meeting in ordinary practice, though the board said it would comply with notice requirements if counsel advised it was necessary. Vice Chair Khadijah Abdul Rahman argued the commission could reduce politicization of department heads and ensure consistent communication among commissioners: "For me, this is not only to make sure that the process goes smooth, but stop wasting time," she said.
After extended discussion of membership, notice and representation, the board approved the resolution to reestablish the budget commission; the recorded vote was 4 ayes and 1 abstention.
