Following several public comments and a recommendation from City Treasurer Kevin Larson, the Placentia City Council agreed by consensus to direct staff to develop options for a focused forensic audit and to bring back street-funding alternatives.
Treasurer Kevin Larson urged a focused audit of reimbursements and expense reimbursements rather than a typical annual fiscal audit and recommended appointing an ad hoc committee made up of Measure U and Financial Audit Oversight Committee members to review auditor findings. "It is very important that an audit of this nature be conducted by an independent subject-matter expert," Larson said.
Councilmembers said they heard the concerns and asked staff to return with possible audit scopes, oversight proposals and street funding options the council could consider in an upcoming meeting. No formal contract or audit engagement was authorized at the Oct. 15 meeting; the council recorded consensus direction to staff to return with options.
