Council approves Prop. 68-funded J.C. Parkette renovation concept with water mister and safety upgrades

City staff and design consultants presented a finalized conceptual plan for the J.C. Parkette renovation, a project funded entirely through a Proposition 68 grant, and the council approved the recommended actions. Acting project manager Gabriel Guerrero and Hirsch & Associates designer Chuck Foley outlined a contemporary-nature concept selected after community outreach and Parks Commission review. The design includes new play equipment, 100% rubber ADA surfacing, drought-tolerant landscaping, a hydration station with bottle-filler, shade structures, and a water "mister" tower as a lower-cost cooling/play element requested by residents.

The presentation addressed community concerns about vandalism and safety: staff proposed tamper-resistant hydration hardware, improved fencing along the Caltrans right-of-way, and consideration of motion-activated lighting and cameras (not included in the grant budget). Project schedule targets completion of construction documents by December, plan check in December/January and advertisement for bids in spring 2025 with summer construction and a planned winter 2025 completion. The council voted to approve the concept and directed staff to move forward with construction documents and permits; the vote was 4 yes, 1 not voting. "It's 100% grant funded," one councilmember said, noting the benefit of securing external funds for the park upgrade.

Staff said some security or lighting-camera elements could fall outside the $610,000 grant budget and would require separate funding if the council desired them. The Parks Commission had recommended Option 2 for its openness and shade; staff accommodated suggestions such as a taller slide and more ground-level play panels.
