Council approves budget cleanup; Public Safety Building carryover and status updated

The council on Sept. 17 approved a budget 'cleanup' to carry forward capital projects from the prior fiscal year, including roughly $8.1 million tied to the city's Public Safety Building project, finance staff told the council.

A finance staff member said the Public Safety Building spending spans multiple years and that the accounting adjustment accounts for bond proceeds and a carryover of project appropriations. "We are carrying over about 8,100,000 in expenses for that project and then a similar amount in bond proceeds," staff said.

Council members pressed staff on revenue timing and the projected total cost for the Public Safety Building. Finance staff said the all-in budget remains about $20,600,000 and that the project is still expected to be under that total, with a remaining contingency; council members were told midyear or December sales and property tax receipts will clarify revenue projections.

Why it matters: The carryover increases the appearance of a larger year-to-year deficit but staff explained it is capital accounting rather than a sustained operating shortfall. The council approved the item after discussion and questions about timing for revenue updates.

What's next: Staff said they will return with midyear reports and sales-tax data as they become available; the city will monitor the Public Safety Building budget and report progress.
