Essex commission votes to defer spending on proposed housing trust fund

The Essex Housing Commission voted to postpone any final decision on spending its housing trust fund balance and to gather additional information about structure, sustainability and leverage options. The motion to defer was made by the vice chair and seconded; the chair called the voice vote and the motion carried.
Members reviewed prior minutes showing a 3–1 vote to set focus areas (ADUs; home-quality improvements; and exploring funding opportunities) and noted the small seed balance set aside for planning and contracting. Commissioners expressed concern that the commission is mostly composed of new members and said an expert's scope should be clearly defined before hiring. The commission directed staff to contact Champlain Housing Trust and relevant state housing agencies and to form a small work group to report back at the next meeting.
Commissioners emphasized leveraging seed funds through matching grants or partnerships rather than immediate spending. Lois Whitmore said the commission should first "start with what's available within the state" and identify pilot projects and partnerships before committing funds to an outside contractor.
No dollar allocation was made at the meeting; the body deferred to collect data, schedule presentations and clarify grant deadlines and matching possibilities.
