Atkinson said the agreement would also alter civil-service testing and promotion standards to allow more flexible testing windows. "The operative thing, 10 new officers and equipment, 5% wage increase...the proposed cost of the police agreement for 1 year is 4,800,000," he said. He told the council the agreement has been signed by city negotiators and is now before the association for member ratification; once ratified, staff will deliver summaries for council consideration (Atkinson suggested September 1 consideration).
