Planning commission recommends PUD amendment to allow Bethel World Mission Church with noise and lighting conditions

The City of Beavercreek Planning Commission voted to recommend a PUD amendment allowing "places of religious assembly" at 3044 Dayton Xenia Road and approved a related minor modification to permit conversion of an on-site garage for assembly use.
Applicant Thomas Hahn, speaking for Bethel World Mission Church, told the commission the site would host weekly Sunday services and additional prayer meetings. "I'm here speaking on behalf of Bethel World Mission Church," Hahn said as he described intended hours and uses. Staff told the commission the garage could be converted to a sanctuary only if it is designated a principal structure under the PUD and if it meets building- and fire-code requirements.
Neighbors raised concerns about traffic, parking and noise. Janice Jacobs, who said she has lived next door since 1965, opposed the proposal and told commissioners, "I really do not care to have this next to me," citing worries about property values, parking congestion and noise.
Staff recommended two related actions: a resolution to city council to add places of religious assembly to permitted uses in PUD 08-4 (a recommendation the commission approved 4-1) and a planning commission decision on a minor modification to designate the garage as a principal structure. The commission added three specific conditions to the minor modification: (1) the modification is contingent on city council approving the PUD amendment; (2) conversion of the garage must include insulation or other features so that sound from services is not discernible at the property line; and (3) outdoor lighting must be reduced to 25% within one hour after closing. Commissioners also approved a separate amendment to repeal condition 8 of Ordinance 8-46 so the garage could be designated as an additional principal structure.
The motion to add the repeal of condition 8 to the resolution carried on roll call (4–1). The subsequent resolution recommending the PUD amendment passed 4–1 and the planning commission’s minor modification vote (with the added conditions) also passed 4–1. The commission noted that any building conversion will require building-permit and fire-department review and that the applicants would need to meet ADA and other code requirements before using the garage as an assembly space.
What happens next: the commission’s recommendation will go to Beavercreek City Council for amendment of the 2008 ordinance; the minor modification approved by the commission is contingent on council action per the added condition.
