Staff recommended approval with 17 conditions covering landscaping review, matching downspouts, site restoration after curb work and a development agreement with bond.
Commissioners raised a specific safety concern about two parking stalls located near the new curb cut — particularly a handicap stall that could back into oncoming traffic during left‑turn movements from Indian Ripple Road. Steven Butler of Community Civil Engineers, representing the applicant, explained the layout balanced required parking and preservation of large trees and agreed to relocate the handicap stall to the north side of the striping to provide more buffer. The roll call vote was 5–0 in favor.
