Commission approves Tony's Deli ABC license, extends operating hours in Old Town

The Placentia Planning Commission voted to adopt Resolution PC2024-12 and approve Use Permit UP202404, authorizing Tony's Deli to serve beer, wine and distilled spirits at a restaurant location in Old Town Placentia and approving amended hours under Condition 24A.
Planning staff described the project as a 2,581-square-foot deli/restaurant with a proposed approximately 320-square-foot outdoor patio enclosed by 42-inch fencing to satisfy ABC (Alcoholic Beverage Control) requirements. “The request is, to allow for a type 47 ABC license on-site sale and consumption of beer, wine and distilled spirits in conjunction with the establishment and operation of a 2,581 square foot deli restaurant and bar,” staff said during the presentation. Staff said the applicant anticipates three full-time and 12 part-time employees and that plans are in plan check for tenant improvements and that the project was routed to police, fire, building and public works.
Commissioners and staff discussed operational details: how the patio gate will be configured, the decorative trash enclosure and whether Republic Services had been consulted about truck turning radius. Public works and staff told the commission the city standards are developed in coordination with Republic Services and that public works would review any final trash-enclosure plans; the applicant and contractor said they were coordinating with Republic Services.
Staff proposed, and commissioners adopted, an amendment to Condition 24A to set hours Sunday–Thursday 10 a.m.–11 p.m. and Friday–Saturday to 12 a.m.; staff noted that use-permit conditions remain with the land if a future tenant occupies the space. The motion passed on roll call with recorded yes votes and two absences; staff reminded the applicant of the 10-day appeal period.
The approval includes conditions on the patio fencing, trash enclosure meeting city standards, video surveillance for monitoring the patio, and required plan-check and building-permit approvals (including grease-interceptor details to be determined during plan check).
