Residents urge Placentia council to fire city administrator over alleged misuse of funds

Julie Souchard, a Placentia resident, told the city council that the city administrator "remains one of the top 5 most highly compensated people in his position in Orange County" and alleged a string of personal benefits paid or supported by city funds, including vehicle allowances and city-paid electric-vehicle charging and car washes. She urged the council to consider contract provisions covering termination for "moral turpitude."
Terry Raines, another speaker with long-standing involvement in local oversight, said the situation amounted to "misuse of public funds" and directly urged action, saying any councilmember who does not vote to terminate the administrator "should ultimately be voted out of office by the Placentia voters." After public comment the council met in closed session under Government Code §54957(b); City Attorney Bettenhausen later reported the council "had a discussion, and they provided direction" but disclosed no public action.
