Council authorizes three-year cooperation with Los Angeles County CDBG program

The Hawaiian Gardens City Council voted unanimously on Aug. 5 to adopt Resolution No. 023-2026 and authorize execution of a cooperation agreement with the Los Angeles Urban County Community Development Block Grant (CDBG) program for the 2027–2029 funding cycle.

Linda, the staff member presenting the item, recommended the council approve the cooperation agreement, explaining that the agreement outlines legal provisions and requirements for participation and that participation renews automatically in successive three-year periods unless written notice is provided. “Each year, the city receives approximately a $165,000 in CDBG funds to support various programs,” Linda told the council, and she said the current year's CDBG allocation is intended to support street work.

Staff said there is no fiscal impact to the city's general fund from continued participation; the cooperation agreement creates an administrative relationship with the Los Angeles County Development Authority (LACDA), which acts as an intermediary between HUD and participating cities for CDBG distribution. The agreement period identified in the staff report runs from July 1, 2027, through June 30, 2030.

A council member moved to approve the resolution and cooperation agreement; a second was received and the motion passed on unanimous roll-call vote: Council member DePaulo — yes; Mayor Pro Tem Luis Roa — yes; Mayor Del Rio — yes.

The approval preserves Hawaiian Gardens' ability to receive CDBG funding on an ongoing basis under the county program; staff did not report any immediate changes to the city's planned use of funds beyond the streets work described at the meeting.
