Staff emphasized that construction would likely not proceed without the major outside funding and that the board would be asked for direction at bid-ready stage.
Staff noted they will present the TOT grant application at the TOT committee later this week; if funding is not secured, staff recommended pausing construction on Segment 1 until sufficient funding is in place. The committee asked for continued updates on grant outcomes and a clear decision point before committing construction dollars.
