Board adopts parks and recreation cost-recovery policy with annual reporting requirement

Linda Lindquist, director of parks and recreation, presented the parks and recreation cost-recovery policy (packet page 145) and said the policy establishes the district's approach to recovering costs for parks and recreation services and a methodology for setting fees and charges that balance public benefit and financial sustainability.
"This policy is established to set forth the district's approach to recovering cost for parks and recreation services," Lindquist read to the board, and she outlined the templates staff will use for annual reporting — separate templates for youth/adult/community programming and a hybrid-facility template for boat ramps, golf course and the winter sports park. She said staff are already applying elements of the methodology during the current budget cycle.
Board members thanked staff for the multi-month effort to develop the policy and noted the value of making the policy a living document that the board can adjust through the reporting templates without formally revising the policy. After brief discussion the board moved to adopt the policy; the chair called the vote and the motion carried unanimously.
Staff said the annual evaluation and reporting process will return results to the board, including any new or discontinued programming, and that the templates will be used in the October operating budget review.
