At its July 14 meeting, the Cascade School District #5 board approved a resolution establishing the district's annual organizational structure and business designations for 2025-26, effective July 1.
The resolution designates Superintendent Darin Drill as District Clerk, Chief Administrator, and Budget Officer; Fiscal Director Haofeng Wang as Deputy Clerk and custodian of funds authorized to invest in accordance with ORS 295.165. It authorizes signatures for district checks, designates multiple banks and a credit union as depositories (including US Bank, Columbia Bank, Wells Fargo, Riverview Community Bank, MAPS Credit Union, Willamette Valley Bank, and the Oregon State Treasury), lists legal counsel and insurance brokers (including Assured Partners of Oregon) and names Umpqua Valley Financial of Roseburg, Oregon as auditors. The board also established monthly meeting dates (second Monday at 7:00 p.m.), reserved the fourth Monday for alternative meetings, and set crime limits for employees at $500,000 to meet statutory bonding requirements.
The resolution included a specific compensation floor for substitutes: "Establish the minimum daily rate of pay for certified substitutes at $260.02 for the 2025-2026 school year." The motion to adopt the organizational structure carried with all members voting yes.
