The session opened with a procedural vote to approve the agenda. "Motion by Bakken, second by Tolzmann, to approve the agenda. Four members voted in favor; the motion passed," the minutes state. The board is scheduled to consider any formal adoption or amendments at a subsequent meeting after members and administration have time to review the draft policy language.
