The Mendocino City Community Services District Board of Directors met May 26, 2026, and recorded several routine approvals and procedural changes. On motions recorded in the minutes the board approved the meeting agenda and April disbursements, passed a consent agenda (with two directors recusing themselves on one item), and adopted revisions to the district’s Governance Guidelines.
The consent agenda approved the use of the MCCSD Palette Drive parcel for two events — the Mendocino Film Festival (May 19–June 9, 2026) and the WOWMOM music festival (June 5–8, 2026) — and included approval of minutes from April 27, 2026. The minutes record that "Directors Fields and Shepard recuse themselves and step outside due to their affiliation with the Film Festival," and that the consent motion carried with three ayes and two abstentions. The board also adopted changes to the Governance Guidelines concerning the process for placing items on agendas and consolidating the Safety and Plant Operations Committees. The minutes record the board action: "IT IS ORDERED to adopt the changes to the Governance Guidelines on the process for agendizing topics for Board meetings and consolidating the Safety and Plant Operations Committees."
Superintendent Ryan Rhoades presented an AB 2561 report on vacancies and recruitment and reported that the district had no vacancies for calendar year 2025. The meeting adjourned at 6:17 p.m. The board packet and adopted minutes are posted on the district website.
