Rotary Foundation raises operational and cost concerns about proposed recycled-water agreement

Members of the Mendocino Rotary Foundation told the district board they unanimously rejected the recycled-water agreement as presented, citing annual costs, liability and the foundation’s limited volunteer capacity and called for a revised, agendized proposal.
Margaret Rush, president of the Mendocino Rotary Foundation, told the Mendocino Community Services District board during public comment that the foundation had "voted unanimously against it as presented" and asked the district to pause and provide a written revised proposal the foundation could agendize and review.
Rush and other foundation members stressed that the foundation is a small, volunteer-run 501(c)(3) that receives grants and donations but no taxpayer funding, and said the agreement as drafted would impose operational oversight and annual costs the foundation cannot sustain (Rush cited an estimated $3,500–$5,000 per year). She said the board’s side conversations and lack of a formally agendized revision had created confusion and assigned community blame to the foundation.
Foundation board members and residents asked the district to help with contract review and to ensure indemnity and operational segregation so the foundation would not absorb liabilities the volunteer organization cannot manage. Ryan and the board said they would continue discussions and that nothing is finalized.
