District administration presented a proposal to address middle-school capacity pressures by repurposing roughly 13,000 square feet of underutilized space at West Middle School. The packet described this as a near-term capacity solution that avoids immediate large-scale construction and preserves the feeder-school model.
To finance the project, administration proposed issuing General Obligation Capital Facilities Bonds, Series 2025A, in an amount not to exceed $5,500,000. The packet included a resolution prepared by district counsel that (a) declared the district’s intent to issue up to $5.5 million in bonds, (b) authorized publication of notice (with the statutory petition period), and (c) established compliance steps for reimbursement-bond regulations under the Internal Revenue Code.
The packet indicated bond payments will be covered using a portion of the district’s annual Capital Outlay revenue and that the plan would have no impact on district taxpayers or the general operating budget because the revenues used were previously set aside. With construction bids expected in June, the resolution gives the district flexibility to set the final bond amount consistent with actual bid results.
The recommendation asked the board to approve the resolution authorizing the district to proceed with the bond issuance process, subject to the statutory notice and petition procedures.
