Matt Amolka and other staff explained the resolution is modeled on policies used elsewhere and does not preclude the district from developing assistance programs, financing options, or contractor lists to streamline relocations. Staff emphasized the resolution is intended to allow the district to proceed with necessary planning and to avoid legal complications that would arise from the district directly funding private infrastructure relocations.
Public commenters urged the board to offer broader assistance because estimates for relocation vary widely — commenters reported contractor quotes between roughly $7,000 and $20,000 per property — and asked for standards, permitting streamlines and grant opportunities. Several residents said the sudden increase from earlier $40 million estimates to $72 million deserved clearer public reconciliation. Staff said the district would pursue grants and develop communication and support programs and that the draft resolution expressly allows staff to seek assistance programs and contractor efficiencies.
Director (speaker 1) moved to adopt Resolution 25-1; the motion was seconded and carried unanimously. Directors and staff emphasized the adoption does not immediately obligate the district to pay relocation costs but authorizes the district to proceed with planning and programs to help customers.
