Norco council makes youth seat on advisory bodies permanent

The Norco City Council on a unanimous voice vote adopted Resolution 2026-70 to establish a permanent youth member seat on city council–appointed commissions and committees.
City Manager summarized the proposal, saying the pilot program (originally adopted in February 2023) had concluded and staff recommended making the youth-member role permanent across six commissions. "The pilot program was initially established on 4 of our commission and then in December 2024 we added the 2 additional commissions," the City Manager said, noting applicants must be 13 to 20 years old and either reside in Norco or attend a Norco school. Youth members will serve one-year terms aligned with the city's fiscal year and will be appointed annually as part of the regular recruitment process.
Council members asked about the timing of applications and outreach; staff said recruitment and school outreach would begin as soon as the resolution was approved. The motion to adopt the resolution was moved and seconded and passed unanimously on a voice vote.
The change makes student and young-adult participation a standing component of the city's advisory structure and directs staff to integrate youth recruitment into normal commission appointment cycles.
