Norco Council adopts Title VI plan to secure FTA-funded seniors transit vehicle

Norco City Council voted to adopt the city's Title VI plan so the city can proceed with a Caltrans-administered FTA 5310/53-10 grant to procure a vehicle for its Seniors on the Move program.
Dennis Brooks of AMMA Transit Planning told the council the Title VI plan documents the city's obligations under the Civil Rights Act of 1964 and the FTA, including naming a Title VI coordinator, adopting a public participation plan, and conducting a four-factor Limited English Proficiency (LEP) analysis. Brooks said the city's 2023 American Community Survey data show Norco's population at 24,123, with roughly 68% English-only and about 27% Spanish speakers; approximately 8% of residents speak English less than "very well," which exceeds the FTA's 5% threshold and triggers translation and language-assistance requirements.
"Anything the Seniors on the Move program is putting out to the public that meets the threshold should be translated," Brooks said, explaining that the plan requires monitoring and updates every three years. He added the council's approval is needed before forwarding the plan to Caltrans so the city can receive its contract and order the vehicle.
The council asked no substantive questions during the presentation. The motion to adopt resolution 20-26-50 carried on a unanimous roll-call vote. Staff said approval will allow Caltrans to finalize the city's contract and move forward with vehicle procurement.
