The South Umpqua School District board unanimously approved a package of procedural appointments and authorizations for 2025–26 at its July 14 meeting. Motions included appointing Superintendent Erika Bare as District Clerk and Elections Officer (ORS 332.515), Shyela Chapman as Business Manager and Budget Officer (ORS 294.331), selecting GHR, PC as the district's legal counsel with a professional rate up to $300 per hour, and designating Umpqua Valley Financial as auditors under ORS 328.475 and related statutes. The board also approved Brown and Brown as insurance agent of record, established official depositories and newspapers of record, re-adopted existing board procedures, appointed the board as the Contract Review Board, and set fidelity-bond coverage at $500,000.
The motion to approve the list of appointments and authorizations (items 13.1.1 through 13.1.14) was made by Jeff Johnson and seconded by Anandita Tiwari and carried 5–0. Several of the appointments reference state statutes cited in the agenda materials.
Why it matters: These staffing and administrative designations set who can sign checks, serve as custodians of funds, and provide legal and audit services for district operations in the coming fiscal year.
