City attorney outlines litigation history on CFEC rules; commissioners press for developer outreach and public clarity

Commissioners also pressed staff for more explicit outreach documentation and developer feedback to include in hearing materials. Sandy Belson said the Housing and Design Initiative had a technical advisory committee that included developers, architects and real‑estate professionals who met multiple times to review proposals, and staff agreed to include a clearer record of that engagement and to prepare slide materials showing net changes by zone for the Sept. 1 hearing.
