Staff told commissioners that, to comply with CFEC rules and meet local policy goals, Springfield plans to require higher minimum densities in the proposed Downtown and Mohawk climate‑friendly areas.
"We would require a minimum density of 20 dwelling units per net acre for standalone residential and 15 dwelling units per net acre when it's a mixed use," Belson said, explaining that the city is proposing minimums slightly above state minima in some cases and that some existing zones (R2, R3) would see density increases while others would decline. She said the changes aim to concentrate housing where services and transit access are available.
Commissioners asked staff to provide a clear table at the Sept. 1 public hearing showing current state minimums and the staff‑proposed requirements by zoning designation so the public can see net changes by zone. Belson agreed to prepare comparative slides for the hearing.
