Greensburg City Council voted unanimously on July 20 to adopt Resolution 2026-02, setting the 2027 mill levy at 68. The motion to adopt the resolution was made by Councilmember Wayne Keeton and seconded by Jason West; the vote was 5-0.
City Administrator Stacy Barnes presented a revised draft budget that reduced expenditures by $60,000 through line-item adjustments (including elimination of $20,000 in housing incentives and a $15,000 reduction in transfers to the equipment reserve). Revenue-side adjustments in the draft included a proposed $75,000 transfer from the Electric fund and an estimated $50,000 reduction in fines revenue. Barnes also provided comparisons showing the mill levy at 66.718, 67 and 68 (with estimated property-tax totals of $554,653 at 66.718 and higher totals at 67 and 68).
Barnes explained reserves are recovering in 2026 and that cash balances are typically low at fiscal-year end before tax receipts arrive. Council discussed the timing and policy implications; Trummel and other members weighed COLA and merit policies when considering employee pay within the budget. The County Clerk notification deadline for exceeding revenue-neutral was noted as occurring that day, which framed the council's need to decide the maximum levy to submit.
