Rathdrum asked for larger landscape buffers; applicant disagrees

County staff relayed that the City of Rathdrum requested a 30-foot landscape buffer along Highway 41 and a 15-foot setback from Wyoming Avenue if the Green Meadows parcel is rezoned; the applicant said the client was not inclined to include those larger setbacks in the CZDA but would accept them if required for approval.
During the agency comment summary, Blatt Finkel said only the City of Rathdrum formally responded and requested more restrictive landscaping and setback standards if the parcel is rezoned.
"They did request that if the zone change is approved, that we impose, more restrictive landscape buffer along Highway 41 and Wyoming right away with a 30 foot landscape buffer along Highway 41 and a 15 foot landscape buffer setback from Wyoming right away," Finkel said.
Applicant representative Rand Wickman told the hearing his client preferred not to include Rathdrum’s larger setbacks in the CZDA because the owner wants to maximize parking on the small lot, but he added that they would accept the buffers if doing so was necessary to secure approval. "We would rather not. If that is a make or break deal, we'll take that, you know, and we'll work with it," Wickman said.
Finkel reminded the examiner that the county itself already requires a 15-foot landscaping buffer on public road frontage, and that Rathdrum’s request would effectively add another 15 feet on Highway 41 frontage beyond the county standard.
