Superintendent reports sharp gains in third-grade reading; sets 2025–26 goals

Superintendent Bare told the South Umpqua School District Board on Sept. 3 that third-grade reading outcomes have improved markedly: after a baseline of 18% in 2023 and 27% in 2024, the district reported 38.8% of third graders meeting the ELA benchmark at the end of last year.
"We will continue to focus on early literacy until all 3rd graders are readers," Bare said, summarizing the district's emphasis on early grades. She listed supports for new teachers — targeted instructional coaching, ESD mentors for first- and second-year teachers, site mentors, and 30/60/90-day check-ins — and said the district provided orientation for 16 new licensed staff this year.
Bare also presented four district-aligned goals for 2025–26: raise third-grade OSAS reading from 38.8% to 42% by Oct. 2026; increase the share of teachers who say professional development meaningfully affected their teaching from 60% to 75% by April 2026; expand family engagement measures (conference attendance, event participation, literacy nights) by June 2026; and create an annual facilities/operations priority list with 90% of priorities completed by Sept. 2026.
The board approved the presented board priorities and discussed establishing a student advisory on attendance set to meet in October. The transcript does not record contested debate on these goals.
