Director proposes committee to study districts with reading gains; superintendent urges local context first

Director Polehn proposed forming a committee to study factors behind improved reading outcomes in other places, citing Mississippi's statewide gains as a point of curiosity and a possible source of lessons for North Wasco County. He suggested a multi‑phase approach: study successful districts, identify common factors, compare with local practice, and evaluate policy implications.

Dr. Carolyn Bernal cautioned that Mississippi's statewide approach cannot be directly applied to a single district and recommended the board first receive a staff presentation on current reading efforts and baseline data for North Wasco County and Oregon districts that have shown measurable success. Staff noted use of i‑Ready and other local measures; members also raised concerns about how absenteeism, opt‑out rates and differing assessment participation can skew year‑to‑year comparisons. SB 141 and evolving statewide assessment requirements were mentioned as an additional factor to consider before creating policy changes.

Directors asked staff whether the committee should proceed and whether teachers or other stakeholders should be included. No formal committee charge was adopted; directors requested a staff presentation and suggested that any committee formed follow board committee policy with a clear charge.
