"Support a culture of honest, timely…" was offered as replacement language during the discussion, reflecting a preference for the word "honest" over "transparent," members said. Director Polehn, Chair Hege and others argued that terms such as "honest" or "open" better capture the board's intent and make room for constructive discussion of both successes and failures. Dr. Carolyn Bernal, the district's superintendent, said the district often frames difficult feedback as "growth" and "opportunity" instead of saying "you failed."
Board members also discussed where shared responsibilities belong in the document, and whether commitments about collaboration should be framed as duties of the superintendent, the board, or both. Several directors recommended referencing existing board policies and Oregon Revised Statutes (ORSs) as cross‑references rather than repeating legal text in the agreement.
The board asked staff to consolidate language that emphasizes a unified governance approach while preserving the reporting structure that directs staff questions and requests to the superintendent rather than to individual board members. Members agreed to bring a revised draft back for further review and suggested scheduling a meeting with student representatives to solicit their input on the final wording.
