State workforce plan focuses on sector strategies, K–12 alignment and apprenticeships

At the Labor, Commerce and Industry joint committee, Cheryl Stanton described a multi-agency sector-strategies effort intended to align training with employer demand across four geographic regions of South Carolina.
"We identified what our growth sectors are in this state," Stanton said, listing diverse manufacturing, healthcare, IT and construction among priorities. The initiative uses consultants and agency data to map supply and demand, create regional leadership teams and run SWOT analyses to target workforce investments. Stanton said the State Workforce Development Board and local partners will pursue apprenticeship and earn-and-learn programs and that regional data will be shared with K–12 and higher-education partners.
Committee members praised the regional planning approach and pressed for better sharing of ZIP-code-level analytic tools with technical colleges and school districts. Stanton said the state is evaluating commercial analytics tools and an RFP will determine an official product to help target certificates, apprenticeships and on-the-job training.
